All 3 card revealed in the livestream are immediately legal for play in Japanese tournaments via PDF print-out, with the print-outs for Rikori of the Cluster Amaryllis & Snake Deity Reincarnation expiring on October 29th when Set 3 releases.
Immediately following the livestream, the Japanese twitter revealed 2 more cards, both being Secret Rares from Set 3, one being a brand-new card, Yumemitori, and the other being an alternate artwork of the previously revealed Alice, Wonderland Survivor.
In the tweet, there was also a note saying "After the release of Set 3, we plan to release Yumemitori through another method".
Since Yumemitori is currently the only unique Secret Rare in the 3rd set, this could mean that unique Secret Rares are being phased out, and any that happen will get an alternate release that is easier to obtain, but that's just speculation for now.
